The image is not a still from the film, but is instead a promotional peek at a merchandise tie-in. Merchandise for Sony's would-be blockbuster has provided most of our best ideas of The Lizard's appearance, and it'd be a shame for that to change now.
This particular bit of merchandise is a poster of the bad guy, for any tyke who just loves the tragic arc of a scientist whose desire to mend his mutilated body turns him into a monstrous reptile.
The image started out at Trends International, but it was Comic Book Movie who brought it to the world's attention.

Rhys Ifans, who you'll remember as the mayonnaise-eating flatmate Spike in Notting Hill, plays Dr. Curt Connors. In this reboot, Connors isn't a teacher or professor to Peter Parker, but is instead an Oscorp genetic scientist who worked closely with Parker's father before he vanished years ago. He's still motivated by his missing arm, though.
Andrew Garfield steps into the webbed spandex of Spidey, with Emma Stone co-starring as Peter's first love, the thoroughly doomed Gwen Stacy. The rest of the cast includes Sally Field, Martin Sheen, Denis Leary, Embeth Davidtz, Campbell Scott, Chris Zylka, Irrfan Khan, and Amber Stevens, with the requisite cameo from Stan Lee, who created Spider-Man with artist Steve Ditko fifty years back.
